How quickly can you start?

Days, not weeks. There is no scoping phase, because an emergency that waits for a scoping phase is not being treated as an emergency.

Do you replace the existing team or work with them?

Work with them, almost always. They know things nobody wrote down. If the team turns out to be the problem, we will say so, but that is a finding, not the starting assumption.

What happens when the emergency is over?

The retainer ends, or it becomes a scoped migration project if the underlying system still needs work. You are not locked into either.
